Scene toggle buttons with additional options are not lighting up on hover
How to reproduce:
1. Create new project
2. Open Scene tab and hover over all buttons at the top of the tab (notice how toggles that are disabled are lighting up)
3. Hover over Grid snapping or Scene effects toggles (that are not enabled and have additional options (small arrow down))
Expected result: All buttons are lighting up upon hovering
Actual result: Scene toggle buttons with additional options are not lighting up upon hover
Reproduced with: 2021.2.2f1, 2022.1.0a15
Does not reproduce with: 2021.1.28f1 (Scene tools have been changed in 2021.2)
