Scene is unable to load in Player when Shaders fail compilation with Post-processing package

Steps to reproduce:
1. Open the attached project "Case_1277442"
2. Build it to Android
3. Notice the black screen

Expected results: Scene is rendered with post-processing
Actual results: Due to shader with post-processing compiled errors the Scene does not turn on

Reproducible with: 2018.4.27f1, 2019.4.9f1, 2020.1.6f1, 2020.2.0b2

Additional notes about different behaviors of the devices with different graphics API:
-Vulkan with 2019.4, 2020.1, 2020.2 worked as expected with Google Pixel 2 XL (Pixel 2 XL) and Xiaomi Mi 5. The bug reproduced with Samsung Galaxy Note9
-Vulkan with 2018.4 all devices worked as expected but Google Pixel 2 XL took some time to load the scene
-OpenGles3 all devices reproduced the issue all the time
-Sometimes devices that reproduce the issue load the scene after a couple of minutes but this behavior was not consistent
-Windows Standalone DirectX11 does not reproduce
-Windows Standalone Vulkan just renders pink scene

  1. Resolution Note:

    Marking this issue won't fix.  Our support for the legacy post-processing package is minimal in light of the integrated post-processing in our modern rendering pipelines.
