Scaling problem with PanelSetting set to ScaleWithScreen/Expand
When the PanelSettings scale mode is set to scale with screen size and screen match mode is set to expand, the scaling does not work properly when the screen size in near or below the PanelSettings reference size.
Run time (tested Windows and WebGL) also seem to have more problems than in the Editor.

Resolution Note:
The submitted case used a square with style.width and style.height set to 1, and transform.scale set to Vector3.one * 100, which leads to rounding issues on the size of the square because in order to get correct result layout results values are rounded before the transform scaling is applied. The values for style.height and style.width should be used with the expected values to assure the correct sizing as the window resizes.
