Scaled objects using normal maps in the Shader Graph render incorrectly when using Lightweight Render Pipeline
How to reproduce:
1. Open user's project
2. Inspect the Scene View
Expected result: Shader Graph scales normal map correctly
Actual result: Shader Graph scales normal map incorrectly
Reproducible with - 2018.3.0a6, 2018.2.2f1
Not reproducible with - 2018.1.9f1 (had some errors with a shader, couldn't make it work)
Does not reproduce on 2018.2.2f1 with 2.0.8 LWRP package.
Does not reproduce on 2018.3.0a7 with 3.1.0 LWRP package.
