Scale Snapping with Gizmos does not work in the Scene view when Snapping and Absolute Grid Snapping are toggled off

Steps to reproduce:

  1. Create a new Unity project using the Universal 3D template
  2. From the Hierarchy, create any 3D GameObject
  3. In the Scene view overlays, toggle the Scale Snapping on
  4. Enter any value that is not =1 (to observe non-default behaviour)
  5. Make sure Incremental Snapping and Absolute Grid Snapping are toggled off in the overlays
  6. Select the "Scale Tool"
  7. Grab any handle and drag it to scale
  8. Observe the Transform values in the Inspector

Actual results: The Scale Snapping has no effect and scales the same as without it

Expected results: The Cube is scaled in increments defined in the 4th step

Reproducible with versions: 2023.1.0b1, 6000.0.65f1, 6000.3.4f1, 6000.4.0b4, 6000.5.0a4

Tested on (OS): Windows 11

Notes:

  • Angle Snapping works as expected without Incremental Snapping or Absolute Grid Snapping enabled
  • Additionally, if Incremental Snapping or Absolute Grid Snapping are enabled, the first drag of the handle makes the value be 0 and then only the next drag provides the correct value
