Scale in game view can't be set to 1 until layout is changed
To reproduce:
1. Create new project
2. Change scale in Game View
3. Notice that it's imposible to set scale to lower value than 2
Expected: It should be possible to set scale to 1
Workaround: Change editor layout
Reproducible: 5.5.2f1, 5.6.0b9, 2017.1.0a1
Not reproducible: 5.4.4p2
Reproduced on OSX.
