ScalableBufferManager.widthScaleFactor always returns 1 when using DirectX 11
How to reproduce:
1. Open the attached project "IN-56163.zip"
2. Open Assets/Scenes/SampleScene.unity
3. Enter Play Mode
Expected results: "widthScaleFactor: 0.5" is printed in the Console window
Actual results: "widthScaleFactor: 1" is printed in the Console window
Reproducible with: 2021.3.31f1, 2022.3.10f1, 2023.1.16f1, 2023.2.0b12, 2023.3.0a9
Reproducible on: Windows 11 22H2
Not reproducible on: No other environment tested

Resolution Note:
Working as intended. Hardware dynamic resolution is unsupported on DX11, and HDRP uses software dynamic resolution instead. We will make documentation improvements based on this report.
