Rotation gizmo doesn't update when inputting value manually
To reproduce:
1. Create new project, enable 2d mode when created
2. Change tool handle to Global rotation
3. In Hierarchy window, create new object
4. Press E and rotate the object along one of the axis
5. In Inspector window, type in some other rotation, say zero, press enter
Expected: rotation gizmo is changed accordingly
Actual: rotation gizmo is not being updated (check .gif attached)
Reproduced in: 5.5.5p1, 5.6.4p2, 2017.1.2p2, 2017.2.0p1, 2017.3.0b8, 2018.1.0a3
