MoveRotation does not pay attention to rotational DoF lock
To reproduce the bug follow the steps
1. Open "Generally" project
2. Open "FreezeRotationTest" scene
3. Run Scene
4. Drive and crash car into an obstacle
5. Car starts spinning in Y axis though rigid body has constrain set
