Rotating a static actor won't properly wake the touching bodies up
Reproduction Steps:
1. Open the attached project
2. Open the "Main" scene which is located in "Scenes" folder
3. Click the Play button
4. Notice that after some time when OpenCylinder rotates Cube stays in the air (Rigidbody Physics stops simulating)
- Note changing Any property in Cube's Rigidbody component while playing fixed the problem
Expected Result: After collision Rigidbody physics should keep simulating
Actual Result: After collision Rigidbody physics stops simulating
Reproduced on: 5.4.0b7, 5.3.2p4, 5.2.4f1
