Right-handed copy and paste doesn't work when used in the Hierarchy
How to reproduce:
1. Create/Open any project
2. Create a Cube or any object
3. Copy it using Ctrl + Insert
4. Paste it in the hierarchy using Shift + Insert
Reproducible with: 2018.2.0a4, 2018.3.7f1, 2019.1.0b5, 2019.2.0a7
Not reproducible with: 2017.4.22f1, 2018.2.0a3
Actual results: paste and copy using Shift/Ctrl + Insert doesn't work
