[Rider Editor] Opening a scene will open it in JetBrains Rider instead of the Editor
How to reproduce:
1. Create a new Unity Project
2. Create one more Scene
3. Install the Rider Package
4. Set the JetBrains Rider as the External Script Editor
5. Remove the Rider Package
6. Open the newly created Scene
Expected results: A Scene is opened without any other problems
Actual results: Rider is being opened
Reproducible with: 2019.2.2f1, 2019.2.4f1, 2019.3.0a12, 2019.3.0b1, 2020.1.0a1
Not reproducible with: 2017.4.32f1, 2018.4.8f1, 2019.2.1f1, 2019.3.0a1, 2019.3.0a11
Additional note: It is possible that Rider won't be opened, but the Editor won't open a Scene too
