Rich Text tags for color hex strings do not work when quotation marks are used
Reproduction steps:
1. Open the attached “DebugLogBug.zip” project
2. Open the “SampleScene”
3. Enter the Play mode
4. Observe the Console
Expected result: “This does not work” text is shown in yellow color
Actual result: The color tag is not working
Reproducible with: 2023.1.0a20, 2023.2.17f1, 6000.0.0b14
Not reproducible with: 2021.3.37f1, 2022.3.23f1, 2023.1.0a19
Reproducible on: Windows 11
Not reproducible on: No other environment tested
