Rich text size=1 gets set to 20 when UI Scale Mode is "Scale With Screen Size" on smaller screen
Steps to reproduce:
1. Download and open the attached project
2. View "bugText" gameobject in the inspector
3. Observe The Game view
Expected result: "ThisTextshouldbe size 1" should be nearly invisible
Actual result: "ThisTextshouldbe size 1" is incorrectly scaled
Reproduced on 2017.1.3p1, 2017.2.2f1, 2017.3.1f1, 2018.1.0b9, 2018.2.0a1
