“Reuse Collision Callbacks” setting is disabled in a new project if using a 3D URP or 3D HDRP template
How to reproduce:
1. Create a new project with a 3D (URP) or 3D (HDRP) template
2. Go to Project Settings and observe the “Reuse Collision Callbacks” setting
Expected result: “Reuse Collision Callbacks” setting is enabled
Actual result: “Reuse Collision Callbacks” setting is disabled
Reproducible with: 2021.3.29f1, 2022.3.7f1, 2023.1.8f1, 2023.2.0b4
Reproduced on: macOS 13.4.1 (Intel)
Note: not reproducible with 2D, 3D, 2D (URP) templates
