[Resources.Load] Crash in MessageForwarder::WillHandleMessage when calling Resources.Load
To reproduce:
1. Build windows standalone version of the attached project
2. Run standalone build
3. Build crashes
Reproducible: 5.4.0b4, 5.3.2p2, 5.2.4f1, 5.1.4f1
