ReorderableListView item sticks to the mouse when double clicking the item
How to reproduce:
1. Open the attached user project “My project.zip“
2. Open custom window (Bug Report>Reorderable list view)
3. Double click on a list item and at the same time quickly move the list item (this can take a few tries to reproduce)
Expected result: List item is moved normally
Actual result: List item gets stuck to mouse and the item gets stuck at the position where it gets released at
Reproducible with: 2020.3.44f1, 2021.3.16f1, 2022.2.2f1, 2023.1.0a25
Reproduced on: Windows 10 (19044.2364)

Guys this bug breaks the whole UI (makes it unusable, unclickable) when it occurs and also makes using the UI Toolkit list view (reorderable mode) almost pointless because 7 out of 10 times the bug occurs and breaks the rest of the UI, so you need to reopen the window with broken UI to use it.
