Rendering is not synchronized when V Sync Count option in Quality Settings is set to Every V Blank or Every Second V Blank
How to reproduce:
1. Create a new project
3. Open the Project Settings
4. Select the Quality module in the Project Settings window
5. Enter the Play Mode
6. Press the Stats button in the Game View control bar
7. Set V Sync Count to Don't Sync in the Project Settings window
8. Observe the number of FPS in the Stats window
9. Set V Sync Count to Every V Blank (or Every Second V Blank) in the Project Settings window
10. Observe the number of FPS in the Stats window
Expected results: the number of FPS completely changes when Vsync Count settings are changed
Actual results: the number of FPS does not change when Vsync Count settings are changed
Reproducible with: 2019.3.0a4, 2019.3.5f1, 2020.1.0b1, 2020.2.0a2
Not reproducible with: 2017.4.38f1, 2018.4.19f1, 2019.3.0a3
