Render Textures flickering in Play Mode when Game view is a specific size and a Render Texture Camera is toggled off and then on
How to reproduce:
1. Open the user's attached "1008516-RenderTextureFlicker.zip" project
2. Open "LocalTestScene"
3. Reset to default window layout (Window -> Layouts -> Default)
4. Resize the Project window, to increase the size of the Game window to the allowed limit
5. Enter Play Mode
6. Toggle "Camera1" or "Camera2" off and back on
Expected result: Nothing changes
Actual result: RenderTexture in UI (Game view) start flickering
Reproducible with: 2019.4.23f1, 2020.2.0b1
Not reproducible with: 2020.2.0b2, 2020.3.2f1, 2021.1.2f1, 2021.2.0a11
Could not test with: 2018.4.33f1 (Errors when downgrading)
