Render texture is mirrored when Camera's Clear Flags are set to Don't Clear
To reproduce:
1. Open the project, attached by the tester (RenderTextureSymmetry.zip)
2. Open the "Sample Scene" scene
3. In Scene View, move the Main Camera around on the XY plane
4. Observe the Camera Preview
Expected: there shouldn't be any symmetry in the render texture when a camera doesn't clear the screen
Reproduced in 2018.1.0a2, 2018.1.0b8, 2018.1.0b9, 2018.2.0a1
Did not reproduce in 2017.3.1p2, 2018.1.0a1
Regression introduced in 2018.1.0a2
