Renaming an asset/folder doesn't allow selective publishing
Assets/Folders can' be selectively published from the project window if they are renamed.
Steps to reproduce:
1. Create/Open a project.
2. Create/import an asset.
3. Rename the asset.
4. Right-click on the asset -> Collaborate -> Publish.
5. Observe that a dialog box appears with the message "File that has been moved or in a changed folder can't be selectively published"
Actual Result:
The user should be able to publish changes.
Notes:
1. Make sure the project is collab enabled.
2. The dialog box appears with a message and an 'Accept' button. Unity minimizes on selecting the 'Accept' button on mac.
Environment: Windows & Mac
Occurring with: 2018.2.0b1, 2018.1.0f1, 2017.3.1p4, 2017.2.0p2
