"Rename Prefab File?" window does not pop up when renaming Prefab in the Project window
Steps to reproduce:
1. Create a new project using Universal 3D template
2. Create a 3D Object in the Hierarchy window
3. Drag the GameObject to the Project window to make it a Prefab
4. Rename the Prefab by double-clicking on it in the Project window and changing the name in the Inspector window
5. Observe that "Rename Prefab File?" window pops up and press "Rename File" button
6. Rename the Prefab by double-clicking on it in the Project window and changing the name in the Project window
Actual results: "Rename Prefab File?" window does not pop up
Expected results: "Rename Prefab File?" window pops up
Reproducible with versions: 2021.3.44f1, 2022.3.47f1, 6000.0.20f1
Tested on (OS): macOS Sonoma 14.5 (Intel)

Resolution Note:
This is by design. The asset database requires the name of the root GameObject to match the name of the asset. If you change the name of the asset the name of the root gameobject is actually changed.
But if you change the name of the root gameobject in the Inspector we ask you to also change the name of the prefab asset.
