Reloading script assemblies takes over 3 seconds when entering play mode when no changes were made
Reproduction steps:
1. Download and open the attached "hdrp2022.zip" project
2. Enter "Play mode"
3. Observe the "Reloading script assemblies" progress bar
Expected result: script reloading completes in under 1-2 seconds
Actual result: script reloading takes over 3 seconds
Reproducible with: 2021.2.0f1, 2021.2.7f1, 2022.1.0b2
Not reproducible with: 2019.4, 2020.3.25f1
