[Regression] onRuntimeInitialized is not being invoked in WebGL build
How to reproduce:
1. Download attached project file and open "Test" Scene
2. Build project on WebGL platform
3. Rename "Build/'yourbuildname'.json" to "web.json"
4. Launch project on server
Expected result: Progress bar should disappear after load
Actual result: onRuntimeInitialized javascript function is not being invoked on WebGL deployment startup, after scene loads, progress bar will stay because the callback is not called
Reproduced with: 2017.1.2p4, 2017.2.1f1, 2017.3.0f3, 2018.1.0a7
Not reproduced with: 2017.1.2p3, 2017.2.0p3, 2017.3.0b11, 2018.1.0a5
