[Regression] NullReferenceExceptions thrown when trying to create parameters in the Animator
How to reproduce:
1. Open the user-submitted project
2. Go to the Animator Window
3. Try to add new parameters
4. Observe the Console
Expected result: The parameters are added successfully
Actual result: After typing in the name of the parameter and pressing enter, Unity throws an error
Reproduced in: 2018.3.0a3, 2018.2.0b11, 2018.1.7f1, 2018.1.0a2
Not reproducible in: 2017.4.6f1, 2017.2.3p2, 2017.1.4p2
Couldn't test with: 2018.1.0a1
Verified in: 2018.3.0a6
