[Regression] "Layout update is struggling to process current layout" is thrown when scrolling the Inspector and having VCS on
How to reproduce:
1. Create a new project and open it
2. Either create a new script with enough code for it to be shortened in the Inspector or Import the attached one
3. Change the Version Control Mode to Perforce (Edit -> Project Settings -> Editor -> Version Control Section. No need to enter any credentials)
4. Inspect the script and in its Inspector try to scroll
5. Observe the console
Expected result: no errors are thrown
Actual result: "Layout update is struggling to process current layout" errors are thrown while scrolling
Reproduced in: 2020.1.0a13
Not reproducible in: 2020.1.0a12; 2019.3; 2019.2; 2018.4; 2017.4
Note: I've only been able to reproduce it with VCS on which adds an additional button bar in the Inspector. We've had no new changes there recently though.
