Reflection Probes aren't being omitted from Dedicated Server Builds when they aren't marked as Read/Write
How to reproduce:
1. Open the attached “TrueDedicatedServerTest.zip“ project
2. Open the “SampleScene“ Scene
3. Build the project for a Dedicated Server (File>Build Settings…)
4. Open the Editor log and search for “Uncompressed usage by category“ (~/Library/Logs/Unity/Editor.log)
Expected result: Textures are at 0%
Actual result: Textures are more than 0%
Reproducible with: 2021.3.31f1, 2022.3.12f1, 2023.1.18f1, 2023.2.0b15, 2023.3.0a11
Reproducible on: macOS 14.0 Sonoma (Intel)
Not reproducible on: No other environment tested
