[ReflectionProbe] black reflection on specular surface
Repro:
1. Open the project 'Glossy_Specular_Reflection_Repro.zip'
2. Load the scene 'GlossySpecularReflectionIssue'
3. Change the smoothness value of the 'Blue' material on the ground to see the effect of the black reflected specular.
The issue appears when smoothness value goes above 0.8 or so.
Tested in b25, b14, b4, and 5.3.4p1
