[Recorder] Frame rate drops drastically when using Movie Recorder to record as WebM
To reproduce:
1. Download attached project "newRexTest2.zip" and open in Unity
2. Open "SampleScene" scene
3. Go to Window > General > Recorder > Recorder Window
4. Set Format to WEBM and check Capture Alpha option
5. Click on "START RECORDING" button
8. Observe that FPS drops to 14 or 8 but when Format is set to MP4 FPS holds on 80 or more
Notes:
- This issue reproduces on Windows and OSX
- On Windows, FPS drops to 14 and lower
- On OSX FPS drops to 8 and lower
Reproduced on Unity 2018.2.0a3, 2018.2.0b8 and 2018.2.0b11
Could not reproduce this issue on Unity 2017.1, 2017.2, 2017.3, 2017.4, 2018.1 and 2018.2 because for some reason Recorder becomes corrupted
