Recompiling breaks a majority of scripts
Reproduction steps:
1. Open "TestEditorError.zip" project
2. See a single error in the Console Window ("error CS2001: Source file `...' could not be found")
3. Open "About" script
4. Edit anything in the script and save (e.g. Comment lines 14-15)
5. Focus the Editor and let the scripts re-compile
Expected Result: The scripts re-compile
Actual Result: All the scripts break and 700+ scripting errors appear, not related to the changes made in the "About" script
Reproduced with: 2019.1.0a4, 2018.3.0b5, 2018.2.12f1, 2018.1.9f2, 2017.4.13f1

Resolution Note:
This particular case has been investigated thoroughly and we have decided, in the interests of protecting the stability and features of Unity for users that rely upon the affected versions, to not address this fix for the time being. We understand that this will cause problems for some users, and so may address in a future version.
