Random.Range() returns predictable values when used in an URP project
Reproduction steps:
1. Open the attached project “ReproProj”
2. Open the “Bug” Scene
3. Rapidly enter and exit the Play Mode
Expected result: Generated numbers are random each time when the Play Mode is entered
Reproducible with: 2022.3.11f1, 2023.1.16f1, 2023.2.0b13, 2023.3.0a9
Not reproducible with: 2021.3.31f1
Reproducible on: macOS 13.6 (M1 Max), Windows 10
