R8_SRGB is not supported error when using Postprocessing Depth of Field effect
Steps:
1. Create a new project with HDRP template
2. Open sample scene
3. Observe console for error and game view renders black
RenderTexture.Create failed: format unsupported - R8 sRGB (1).
Reproducible in : 2019.2.0a2, 2019.1.0b2, 2019.1.0a10
Not-reproducible in : 2019.1.0a7
