Project Settings Window is scaled down to a single pixel and its minimum scale is unlocked after restarting Editor
How to reproduce:
1. Create a new project
2. Open the Project Settings Window
3. Close the Editor and reopen it
4. Observe the now scaled down Project Settings Window
Expected result: The Project Settings Window scale and position are saved correctly
Actual result: The Project Settings Window is scaled down to a single pixel, its position is reset and the minimum scale is broken allowing to be scaled to any size
