[Project Settings] The VFX Settings are always present, even if the VFX Graph package is not installed
Repro steps:
1. Create a new project
2. Open Project Settings
3. Observe the VFX settings are present
Expected outcome: the VFX settings to not be present, unless the VFX Graph package is installed
