ProBuilder's Boolean (CSG) Tool Window does not resize correctly
How to reproduce:
1. Open the attached project (preview.zip)
2. Open the "Test" Scene
3. Open Probuiler's Boolean (CSG) Tool Window
4. Resize the Window so that the "Operation" and "Apply" sections would be hidden
5. Notice how there is no Scroll Bar to navigate the Window anymore
Expected result: A Scrol lBar appears, like in other resizable windows
Actual result: A Scroll Bar does not appear and you are unable to navigate to the hidden sections
Reproducible with: 2017.4.0f1, 2017.4.13f1, 2018.1.9f2, 2018.2.12f1, 2018.3.0b6, 2019.1.0a5
