Probuilder window shows tooltips even when any other window is blocking the button
How to reproduce:
1. Open attached project "ProbuilderWindow.zip"
2. Move the mouse cursor on top of the Probuilder Window's button through any other window/panel (so the cursor is blocked by another window)
3. Wait a few seconds
Expected result: different windows or panels, on top of the Probuilder Window, block the pop-ups/tooltips from activating
Actual result: different windows or panels, on top of the Probuilder Window, does not block the pop-ups and tooltips from activating
Reproducible with: 2018.4.1f1, 2019.1.4f1, 2019.2.0b3, 2019.3.0a3
Did not test with: 2017.4 (Probuilder was not in Package Manager yet)
