[Probuilder] The scroll down arrow in Pro builder window becomes inactive after it is pressed
To reproduce:
1. Open attached project
2. Open Pro Builder window
3. Resize the window to the minimum width
4. Press the bottom button to scroll down
Actual results: Scroll did not reach the end of content in the window but scroll down button is not active anymore
Expected results: Scroll should reach the end of content in the window
Reproduced in:2018.4.10f1; 2019.3.0a5; 2020.1.0a7
Not reproduced: 2017.4.33f1
