Probuilder "Edit Mode Toolbar" disappears and doesn't appear after Removing and then Installing ProBuilder again
How to reproduce:
1. Open the attached Project (New Unity Project (22).zip)
2. Open the ProBuilder Window, notice the "Edit Mode Toolbar" in the Scene View
3. Open up the Package Manager, remove ProBuilder
4. Notice how the "Edit Mode Toolbar" has disappeared
5. Install ProBuilder again
6. Open the ProBuilder window, notice how the "Edit Mode Toolbar" does not appear whatever you do
Expected result: The "Edit Mode Toolbar" appears once you install ProBuilder again
Actual result: The "Edit Mode Toolbar" does not appear unless you close Unity and open the Project again
Reproducible with: 2017.4.0f1, 2017.4.14f1, 2018.1.9f2, 2018.2.14f1, 2018.3.0b7, 2019.1.0a6
Notes: Refreshing or reimporting the project using the Editor menus does nothing. To fix the problem, you have to close Unity and open the Project again.
