Private Script functions aren't taken into consideration when used as an Animation Event
How to reproduce:
1. Open attached project (New Unity Project.zip)
2. Select Cube in the Hierarchy
3. In the Animation Window pres Add event
4. See that you can add all functions, even though some of them are private.
Reproducible with: 2017.4.19f1, 2018.3.4f1, 2019.1.0b1, 2019.2.0a3
Actual results: you can add a private function as an Animation Event
Expected results: private functions should be hidden

Resolution Note:
Animation Events mirror the behaviour of SendMessage, which lets you call private and public methods.
This behaviour has been the same since at least Unity 5.0, and I'm certain that many users rely on it at this point.
