[Preferences][Windows] External editor setting is ignored and MonoDevelop opened all the time
Repro steps:
1) Open the project
2) Open preferences and make sure external script editor is set to Visual Studio
3) Double-click on the Console error - notice MonoDevelop is opened instead of VS
