[Preferences Window] Applying preferences items is slow
How to reproduce:
1. Open a new project and go to Edit > Preferences
2. Toggle any of the tickboxes or change any of the dropdowns
Expected Behaviour: Refreshing the UI when toggling tickboxes or changing dropdowns should be instant
Actual Behaviour: It takes approximately 3 seconds to do so
Note: If the Preferences window gets moved about then it works as expected
Reproducible with: 2019.2.0a12, 2019.2.0f1
Not reproducible with: 2019.2.0a11, 2019.3.0a12
