[Prefabs] GameObjects can be moved between prefab's elements when a new GameObject is added to the prefab
How to reproduce:
1. Open the attached project "1237869.zip"
2. Open the "test" scene
3. Move GameObject "Slider (10)" to be right below GameObject "Slider (7)" in the hierarchy
4. Move GameObject "Slider (10)" to be right above GameObject "Slider (9)" in the hierarchy
Expected result: in step 3 and 4 - the GameObject "Slider (10)" was not moved and "Cannot restructure Prefab instance" dialog was shown
Actual result: in step 3 - the GameObject "Slider (10)" was successfully moved in hierarchy
Reproducible with: 2018.4.21f1, 2019.3.10f1, 2020.1.0b5, 2020.2.0a7
Could not test with: 2017.4.39f1 - allows reordering GameObjects in prefab
