Prefab Variant creation is too hidden when creating via context menu
Reproduction steps:
1. Open the attached “BugRepro” project
2. In the Project window, open the context menu of “Assets/Prefab” Prefab
Expected result: The Prefab Variant creation option is in a quick to access location, such as in “Create” menu
Actual result: The option is located in “Create” > “Scene” menu
Reproducible with: 2023.3.0a9, 6000.0.4f1
Not reproducible with: 2021.3.39f1, 2022.3.31f1, 2023.3.0a8
Reproducible on: Windows 11
Not reproducible on: No other environment tested
