Prefab references were lost after the build when using PreProcessBuild and SaveAsPrefabAsset
How to reproduce:
1. Open the attached project "SaveAsPrefabAssetBUG.zip"
2. Build And Run the project
3. Exit the Player
4. Repeat step 2
Expected results: The Camera is rendering the Scene
Actual results: There is no Camera in the Scene
Reproducible with: 2023.2.0a21
Not reproducible with: 2021.3.28f1, 2022.3.5f1, 2023.1.5f1, 2023.2.0a22, 2023.2.0a23
Reproducible on: Windows 10
