Post Process Data tooltip is missing in the Universal RP Renderer settings
To reproduce:
1. Create a new project with Universal RP;
2. Create a new Forward Renderer;
3. In the inspector, hold a mouse above Post Process Data.
Expected result: the tooltip shows up;
Actual result: tooltip is missing.
Reproduced in: 7.1.1, 7.1.2, 8.0.0
