Positional and rotational changes to prefab are not applied when applying changes to prefab from an instance
How to reproduce:
1. Open attached project "Case_1105447_changes"
2. Open "SampleScene"
3. Select "CubePrefab" instance in the scene
4. Change position or rotation of it
5. Click on "Overrides" button
Expected result: "Apply all" and "Revert all" buttons appear
Actual result: "No overrides" text is displayed
Reproducible with - 2018.3.0a6, 2018.3.0b1, 2018.3.0f1, 2018.3.1f1, 2019.1.0a1, 2019.1.0a13
Not reproducible with - 2017.4.0f1, 2018.3.0a1, 2018.3.0a5
Notes: When positional or rotational changes are made, "Apply all" button doesn't appear, some other changes to prefab have to be made for the button to appear.

this was a design change we made, but after feedback from users we are reverting the change. Should be coming in a patch release
