Pop-up is over the dropdown when the window is at the bottom of the screen
Steps to reproduce :
- create a new scene and select the main camera
- move the inspector to the bottom of the screen
- click on the Culling Mask dropdown and notice the menu covers the dropdown button

Resolution Note:
I might be missing something but this is by design to ensure the menu is always visible.
