Baked point light does not emit light when Baked GI is enabled and lightmap baked
Repro steps:
1. Open "BakeBug.zip" project
2. Make sure "Lights" scene is loaded
3. Notice that point light is not emitting light
4. Move the point light back and forth and the light appears while the scene bakes automatically
Note: Turning off Baked GI in the Lighting window under the Scene tab fixes the issue.
Actual behavior: Point light with the baking option set to baked + enabled Baked GI does not emit light in the editor
Expected behavior: Point light a with baking option set to baked + enabled Baked GI should emit light in the editor
Reproduced on: 5.5.0b1, 5.4.0f3, 5.3.6p3, 5.2.4f1, 5.1.4f1
