Player Splash screen has visual glitches while fading out when using Vulkan Graphics API and AMD Dedicated GPU
How to reproduce:
1. Open the user-attached "TestProd" project
2. Open the "Test" scene
3. Build And Run
4. Observe the Unity splash screen
Expected result: the Unity splash screen fades out without any visual glitches and the Scene begins
Actual result: when the Unity splash screen begins fading out visual glitches appear until it fully fades out
Reproduced with: 2020.3.47f1, 2021.3.22f1, 2022.2.13f1, 2023.1.0b11, 2023.2.0a9
Reproduced on: Windows 11
Not reproduced on: Linux-Ubuntu-20.04
