[PlasticSCM] Out of sync icon is not displayed when using plasticSCM and file gets out of sync
Steps to reproduce:
1. Setup plasticSCM and create two projects
2. Create cube and drag it to project tab to create prefab
3. Sync projects
4. Edit prefab on one of them and submit changes
5. Open another project and notice that cube doesn't show up as out of sync (out of sync icon doesn't appear)

Resolution Note:
PlasticSCM does not have a notion of remote activity as does Perforce. We are thus unable to provide this functionality for PlasticSCM. PlasticSCM Integration documentation has been updated to mention this behaviour.
